Well, for starters, popup ads just annoy people. If it's your host that ads them, change host.
Popups = Often less of members
Secondly I believe that you've got an good idea for a forum, but you really need members. Go around and advertise.

Well, I only got one the first time I visited. None on reloads and such at least.
