Also having a shoutbox may raise the level of spam, but instead of spam posts, there will be spam shouts.

What do you mean spam shouts? Aren't all shouts pretty much spam, as they are all one liners.

I guess so, but wouldn't that deter people away from posting spammish topics, and in posts if they could do so in the shoutbox?

Well, that depends, but it wasn't what I mean. New users can be shy. They find it hard to make their first post. I would think it would be even harder to go into a chat with people they don't know and say hi in a live chat. I know I feel uncomfortable in a chat where I don't know anyone.
