Photoshop CS3/other tutorial. / Every text on images are in polish - sorry about that (it shouldn't matter, either).

Open existing PS document or create the new one.

Create new layer, draw something on it and duplicate it (right click on existing layer/Duplicate layer):

Select layer that was base for duplicating (not the duplicated one). Go to Filters>Blur>Gauss Blur. Set radius on 2-4 (or even more if you like):

That was everything that you were used to do. You can manipulate with overlay on duplicated layer as well (it may be very useful when you manipulate with other than vector graphicsOverall effect, e.g. digital photos). Overall effect:

Wow. I got a shmexy finish... Wondered how you did this.
EDIT: I usually use Blur more instead of Gaussian for the edges of something.
