So what is your favorite software for making themes?

Over the years I have used just about all the various web design software out there and as I get older and wiser I have found that using on both my Windows and Linux boxes NVU, The GIMP or GimpShop, Ted Notepad, Scribus, OpenOffice, Abiword, 7-zip, FileZilla, Irfranview....., the combination of those makes it super easy to create sites and scripts in a flash as well as package and release them. And the best thing is all of them are free and often better than the costly counterparts.

Also it is wise to set up your own webserver on your comp using a script like Xampp/Lampp or EasyPHP.., that way you can run an offline forum for
development purposes.

I use EasyPHP, GIMP, Nvu for codes, and sometimes Hex Color Finder, and FireFTP for uploading!
Yes, an offline forum is a must. I use Xampp (I found it from portableapps.com) for Linux and EasyPhp for Windows (but booting in windblows is rare.)

I use gEdit for a substitute of msnotepad and since I'm a programmer, I code everything in there.
I rarely use OpenOffice and don't have abiword. I do have NVU for WYSIWYG editing, but that itself is rare.

I use File Roller, which is my archive manager and Gimp for image editing.
Inspircd for my local IRC Server, gFTP for FTP and openssh-client for ssh.
